The Lithuanian Seimas has officially commenced the evaluation of Marius Bartninkas for a seat on the Supreme Court of Lithuania. The nomination, presented on behalf of President Gitanas Nausėda, marks a significant step in filling vacancies within the country’s highest judicial body, specifically within the Civil Cases Division.
Professional Qualifications and Evaluation
Andrius Kabišaitis, Chief Adviser to the President, introduced Bartninkas as a “career judge” with over 18 years of experience across various levels of the judiciary. His career trajectory spans from serving as a judicial assistant to his most recent role as the head of a regional court. Beyond his practical experience, Bartninkas is recognized for his academic contributions and expertise in labor law, frequently participating in scientific and pedagogical activities.
The selection process underscored strong institutional support for the candidate. A judicial selection commission voted unanimously (7-0) in favor of his suitability. Furthermore, the Permanent Commission for the Assessment of Judges conducted an extraordinary evaluation of his professional performance, rating his legal work as “excellent” and confirming that his personal and professional attributes meet all statutory requirements for the high office.
Addressing the Seimas, Bartninkas emphasized his commitment to the Civil Cases Division, stating that his decision to apply follows the conclusion of his term as a regional court head. He positioned himself as a specialist capable of offering a “systemic approach and expertise” to the Supreme Court team.
Parliamentary Procedure and Timeline
The appointment process now moves into a phase of political and legislative scrutiny. Following the formal introduction, the draft resolution for Bartninkas’s appointment will be debated according to the Statute of the Seimas. This includes scheduled meetings between the candidate and various parliamentary factions to discuss his judicial philosophy and qualifications.
The Committee on Legal Affairs has been designated as the primary body to oversee the nomination. A final deliberation and vote in the Seimas plenary session are currently scheduled for May 12. If confirmed, Bartninkas will transition from the regional level to the highest appellate court in the Baltic nation.
