Projects located in “priority neighborhoods” (Quartiers Prioritaires) or areas with low commercial density will receive particular attention. Certain exclusions apply: branches of large retail chains, projects that have already received municipal funding in 2025, and structures without a formal ESS legal status are ineligible to apply.

The application process is entirely digital and requires a detailed presentation of the project’s objectives and economic strategy. Applicants must demonstrate how they plan to create permanent jobs within the next two years and how they will sustain the project once public funding ends.
