The new protocols, signed by Municipality Chairman Jānis Trupovnieks, provide a clear framework for how schools, transport, and local government offices must react when security alerts are issued.

The decision follows a period of heightened tension on Latvia’s eastern border, which serves as both a national boundary and the external frontier of NATO and the European Union. By formalizing these steps, local authorities aim to minimize panic and provide predictable instructions for families and civil servants alike.

Emergency Procedures for Educational Institutions

The safety of students is the primary focus of the new guidelines. The algorithm establishes a critical time threshold of 6:40 AM for determining how the school day will proceed. If a cell broadcast alert regarding an airspace threat is issued outside of working hours and has not been cleared by 6:40 AM, the following measures take effect:

  • Remote Learning: All educational institutions, including primary and secondary schools, will transition immediately to remote learning for the day.
  • Preschool Services: Kindergartens and preschools will not close entirely but will operate in a “duty mode.” This ensures that parents who perform critical functions in the community still have childcare, while the facility remains prepared to move to shelters if necessary. Full educational activities at preschools only resume once an official “all-clear” is announced.
  • School Transport: All dedicated student transport services are suspended during an active alert period to prevent buses from being stationary or vulnerable on open roads.

In the event that a warning is received during active school hours, each institution is required to follow its internal safety plan. This typically involves moving students to designated safe zones or internal rooms away from windows, under the guidance of emergency services.

Continuity of Municipal Services and Transport

Beyond the classroom, the municipality has mandated that all local government agencies maintain a “Critical Function Plan.” This ensures that while non-essential administrative tasks may be paused during an alert, vital services—such as social care, emergency repairs, and local security—continue to operate under strict safety protocols.

For residents relying on municipal infrastructure, the algorithm dictates that all local government entities must follow the instructions of the National Armed Forces (NBS) and State Police. If an alert occurs during the workday, staff are trained to prioritize the safety of visitors and employees while maintaining the minimum necessary operations to keep the municipality functioning.

Military Readiness and the Geopolitical Context

The local measures in Balvi are being implemented alongside a significant reinforcement of Latvia’s national defense. The National Armed Forces, in coordination with NATO allies, are maintaining constant monitoring of the airspace. Additional air defense units have recently been deployed to the eastern border to enhance the country’s ability to intercept unidentified aerial phenomena or hostile drones.

Residents are encouraged to ensure their mobile devices are configured to receive cell broadcast alerts, which are the primary method for the state to communicate immediate threats. The municipality emphasizes that while the situation is being monitored closely by both domestic and international military experts, local preparedness is the most effective way to ensure community resilience in an unpredictable security environment.
