A Hornchurch resident has been ordered to pay £2,191 after dumped waste bags found in Allendale Road were traced back by Havering Council’s environmental enforcement team.
Jelena Jermakovica, from Hornchurch, was prosecuted at Barkingside Magistrates Court after council officers said she ignored Fixed Penalty Notices, a statutory notice under section 108 of the Environment Act 1995, and several requests to assist with the investigation.
£2,191 court bill after missed notices
Jermakovica did not attend court and was prosecuted in her absence. The total order included a £440 fine, a £176 victim surcharge and £1,575 in costs.
The case followed a report of dumped waste bags in Allendale Road, Hornchurch. Officers examined the waste and found information linking the bags to Jermakovica’s address, according to Havering Council.

The council said its environmental enforcement team followed up the report and used material found in the dumped bags as part of the investigation.

Helen Oakerbee, Havering’s Director of Planning and Public Protection, said the borough would not tolerate illegal dumping and would take action against people who think they can avoid enforcement.
She said fly-tipping harms residents, businesses and the local environment, while leaving council taxpayers with unnecessary clean-up costs. Havering Council said those costs are around £1 million each year.
Checks urged before hiring waste carriers
The council is asking residents to dispose of rubbish legally and to check that any waste carrier they use has the correct licence.
Similar enforcement issues have been reported elsewhere, including fly-tipping fines and clean-up action in North Northamptonshire.
Havering Council also continues to ask residents to report fly-tipping so officers can investigate dumped waste and pursue enforcement where evidence allows.
