The Lithuanian Education and Science Trade Union (LŠMPS) has convened its quadrennial congress in Vilnius to establish a new strategic roadmap titled “Digitalization 3.0.” The initiative marks a significant shift in the nation’s educational policy, moving beyond basic hardware provision toward the full-scale integration of Artificial Intelligence (AI) within the classroom environment.

Gathering 500 delegates at the Litexpo exhibition centre, the event serves as a critical junction for the Baltic nation’s 13,000-strong teaching workforce. The congress opened with addresses from high-level government officials, including Prime Minister Inga Ruginienė and Minister of Education, Science and Sport Raminta Popovienė, signaling a unified state and union front on the technological transition.

Evolution of the Digital Classroom

The “Digitalization 3.0” framework represents the third major technological wave for Lithuanian schools. According to LŠMPS leadership, the first wave occurred during the initial computerization efforts of the early 2000s, followed by the second wave—a forced transition to remote learning necessitated by the global pandemic.

This third phase is characterized by the move from passive digital tools to active AI integration. While much of Europe remains in the early stages of debating AI ethics and regulatory frameworks, Lithuanian education leaders are looking toward global benchmarks. The congress highlighted Singapore as a primary example, where AI technologies have been embedded in pedagogical processes for several years.

To bridge this knowledge gap, the keynote was delivered by Mike Thiruman, General Secretary of the Singapore Teachers’ Union. However, the transition is not without its challenges. The congress is tasked with analyzing the ethical implications of AI, including data privacy and the potential for algorithmic bias. The goal is to establish a set of national guidelines that ensure AI serves as an equitable tool rather than a source of educational disparity.

Future Strategic Directions

Beyond the technological focus, the congress serves as a vital administrative milestone. Delegates are set to elect the LŠMPS chairperson and deputies for the upcoming term, while also reviewing the activity report for the 2022–2025 period.

The approved strategic directions for the next four years will prioritize securing the necessary funding for AI training and ensuring that the digital workload does not lead to teacher burnout. As Lithuania prepares to implement these guidelines, the eyes of regional neighbors—including delegations from Ukraine, Latvia, and Estonia—remain on the Vilnius proceedings as a potential blueprint for post-pandemic educational reform.
