Roxeth Library in South Harrow is due for a £110,000 refurbishment that will turn the branch into a more flexible community hub, with the work expected to be completed by spring 2027.
The upgrade will affect one of Harrow’s longest-running library buildings. Roxeth Library first opened in 1954 and has served local residents for more than 70 years.

Planned improvements include flexible open areas, new furniture, flooring and decor, and dedicated study zones. The council also says the refurbished space will include fully integrated power and data points, a practical change for people using laptops, tablets or other devices.
Funding comes through Arts Council England
The £110,000 award has been secured from Arts Council England. Harrow is one of seven London library authorities receiving support through the programme.
The funding forms part of the Government’s wider Arts Everywhere Fund, a £1.5 billion package aimed at improving access to arts and culture across England. For Roxeth Library, the money is being used to keep the building useful for everyday community needs rather than simply refresh its appearance.

Cllr Janet Mote, Harrow Council’s Cabinet Member for Community and Culture, said the branch had become a “much-valued community resource” and that the investment would help it serve modern users for years to come.
What library users can still access
Roxeth Library members can currently borrow up to 25 items at a time from a collection of more than 21,000 books.
Members also have access to digital newspapers, magazines, eBooks and eAudiobooks. Research and learning tools available through the library service include Ancestry, Britannica, Driving Theory Test Pro and BFI Replay.
The refurbishment plans point to a broader role for the branch: a place for reading and borrowing, but also for study, digital access, work and family use.
Spring 2027 is the expected completion point
Harrow Council has said the upgraded Roxeth Library is set to be completed by spring 2027. Further service details, including any temporary changes during the refurbishment period, are expected to matter most for regular users once the works schedule is confirmed.
Michelle Walker, London Area Director at Arts Council England, said the investment would help cultural venues, museums and libraries remain “open, sustainable and accessible for years to come”.
