Bethnal Green Victorian school site to provide 44 new homes and community hub

Tower Hamlets Council has officially submitted the first planning application under the Mayor’s Accelerated Housing Programme (MAHP), targeting a former Victorian school site in Bethnal Green. This submission marks the transition of the borough’s strategic housing goals into the delivery phase, following the re-election of Mayor Lutfur Rahman on 7 May. The project serves as the flagship for a wider initiative aimed at fast-tracking 3,300 homes across 37 council-owned locations.

The proposals for the Bethnal Green site involve a dual-building approach designed to balance heritage preservation with modern social requirements. The development is led by Matthew Lloyd Architects, supported by Mace Consult and Sphere 25, and focuses on delivering high-quality residential units alongside essential public infrastructure.

Transformation of the Bethnal Green Victorian school site

The project centres on the sensitive retrofit and extension of a late Victorian brick school building. This portion of the development will provide 20 private tenure homes, with the architectural design intended to celebrate and preserve the historic fabric of the structure. By repurposing the existing building, the council aims to maintain the character of the neighbourhood while addressing the need for additional housing stock.

Adjacent to the historic structure, a new five-storey building will be constructed. This block is dedicated to delivering 24 social rent homes. The scheme prioritises family-sized and accessible housing, responding to data that highlights a specific need for larger homes within the borough. More than 60% of the total provision across the site is classified as affordable housing.

Social rent housing and community infrastructure

A primary feature of the Bethnal Green application is the inclusion of over 1,000 square metres of community space. This area will house a new Idea Store and Residents’ Hub, continuing the Tower Hamlets model of integrating learning, skills development, and local services in accessible locations.

The ground level is designed as a flexible learning space that can adapt to evolving community needs. Upper floors will contain smaller rooms for study, meetings, and local programmes. Architectural elements are intended to distinguish the public-facing community hub from the residential buildings, establishing the site as a local anchor point.

Mayor Lutfur Rahman stated that the Bethnal Green scheme demonstrates how the council can deliver new homes alongside vital community facilities on council-owned land. The MAHP is a cornerstone of the local response to the acute housing shortage affecting both Tower Hamlets and the wider London region. The programme focuses on council-led housing that meets the specific needs of residents while strengthening existing neighbourhoods.

The landscape design for the site includes a sequence of courtyards intended to maximise natural light and community interaction. These outdoor environments are also designed to enhance biodiversity, transforming the constrained urban site into a greener asset for both residents and local wildlife. Height and massing have been shaped to respond to the surrounding context of Bethnal Green while optimising the number of homes delivered.

A formal planning decision on the Bethnal Green proposals is expected in summer 2026. This project sets the pace for subsequent sites within the MAHP portfolio as the council seeks to address long-term housing demand through direct intervention on its own land.
